Every state had different laws governing when they can count votes. For example, Ohio cannot begin counting mail in ballots until election night. The same is try about who gets a mail in ballot. In Ohio, ballots are not mailed to everyone. You must request a ballot, which requires validation that you are a eligible to vote.
